Dubai-Visa on Arrival (Manila)

Hi all! Im a Philippine passport holder and il be travelling to Rome, with a layover in Dubai. I read somewhere that we can be granted a dubai visa on arrival. Is this true? Has anyone ever experienced this?

I have 4-hour layover time in dubai before my connecting flight to rome and id really like to see Burj Khalifa so maybe i can exit the airport and do a quick tour of Burj upon arrival and be back in time for my flight to Rome.
