Globe Tattoo Broadband (Manila)

Is there any one here using Globe's Tattoo Broadband Protected content service. Would like to get some personal experiences with this service. I need to change my service ASAP. I am getting throttled down to well below 1Mps during the day and can not get anything done due ti time lag. I would consider PDLT Fiber Optic, but it is not in my location yet. and they also throttle during peak hours with there DSL.
