immigration at Manilla airport (Manila)

I have a friend from Mindanao. Juliet Damalerio who was denied a boarding pass to Bangkok Thailand, despite fulfilling all the requirements necessary by Phillipino Immigration laws. They said she needed a guarantor from the Phillipines with a signed document from the Phillipino embassy in Thailand - Can anyone please help her with this problem xx
