LOST PASSPORT (Manila)

Hi dear friends, i need some insight.

I met a friend who is originally from Cameroon and she lost her passport. Unfortunately there is no Cameroonian Embassy nor Consulate here in the Philippines. The nearest is in China and Japan. The passport releasing process takes 2 months and she doesn't have enough funds to support herself while there since life is quiet expensive in Japan compared to Philippines or Cameroon. The only solution she has is to go back to her country. She went to the immigration and they told her that , they do not issue any ''Travel Documents'' to foreigners.

What can she do? She needs a travel document or letter to allow her to EXIT the Philippines and go back to her country. Where can she get that from? Any ideas or suggestions will be highly appreciated.
