Moving to the Philippines (Manila)

Hi all, I am from perth, and have a good job in the philippines. My wife and I am considering renting a home over here. I would like to know how hard this would be.
I now have a working Visa, but it is a Clark Base issued one. Does this mean I can only live at Clark Base?
