Owning a car in manila (Manila)

Hi All
My Family and I have been living in manila for 7 months and we have decided to buy a vehicle.
Just wanted to see if I could get some advice on Insurances, Licences, registrations and driver prices.
So I am not interested in driving myself but will need to on rare occassions. So some quick questions i need to get clarified if possible.
1. How do I get a licence to drive here?
2. How do I register a car here?
3. What insurance should I take out?
4. How much should a Driver cost me? I am not after a live in driver just one on call full time.
