PC Help (Manila)

Pls. don't laugh at my stupid question, as I'm not the most tech-savvy person...

I had to reformat my PC and switched to Google Chrome as my default search engine.
Whenever I use it, it automatically uses the Tagalog/ Google.ph version. Even when I switch to the English version, the pop-ups show up in Tagalog whenever I download stuff. I know they either say, "Stay on this page," "Cancel" or "Are You Sure You Want to exit this page." But still, it throws me off when I'm confronted with text that I can't read.

So, how do I make my Google Chrome English everything as its default language? It obviously goes by my ISP's location and assumes every internet user in the Philippines can speak/read in Tagalog.
