Transfering money in PHP out of the Philippines (Manila)

I have googled this subject and it would appear that there is much confusion with regard to this subject and whether this is possible. The Philippine central bank actually make it impossible to transfer PHP out of the country and into a foreign account.
If you therefore need to move large amounts of PHP out of the country and into another currency this can create a problem.
If you are also not in the country then again this would create a problem t arrange the transfer out of funds.
It is possible to arrange and is easier with the use of a foreign bank based in Manila and a money changer.
