U.S. Social Security Payments (Manila)

I went to BDO to open a U.S. dollar account to receive direct deposits from the U.S. Social Security Administration. They advised that I need to get an endorsement letter from the Philippine Department of Foreign Affairs (DFA). The DFA advised that they never heard of such thing and referred me to a lawyer in the Philippine Immigration Department. He advise that he had never heard of such thing and referred me to Public Assistance. I was not able to connect with Public Assistance. Does anyone have information regarding opening a U.S. dollar account that will receive my direct deposits for my Social Security payments?
