Uruguay and Chile (Manila)

Hi Guys,

I am planning to move to Chile this September. I want to settle down in Chile as I heard it's a good country, less corruption and less poverty. But I recently, someone recommends to go to Uruguay since its better than Chile.
So I'm kinda confused now!

I am looking for good health care and peaceful country, nice people.

Does anyone has been there? Any Pros and Cons in those countries.
