USA-Manila mail theft

Two times in two years I have had credit cards stolen from the mail sent from USA to Manila. Has anybody else had this experience and if so how did you rectify it? The Bank does not accept using FedEx or similar and if they mail me another card it will probably have the same ending. Does anyone know of a system whereby mail is consolidated in USA and then sent here safely? Or any other alternative.
