Residence Act (Mannheim)

I have a family member who wants me to sign a form from the Kaiserslautern Ausländerbehörde. I believe the title of the form translates to "Guidelines for the release of engagement declarations by the 66, 67, and 68 of the Residence Act." Is anyone familiar with this form? It basically obligates me to provide for the financial needs of the individual. I would also be held liable for any debts incurred by this person. I really do not want to sign it because he is having difficulty finding employment in Germany and already has medical debts. I would like to know what others in the expat community think about this seemingly binding document. Would you sign it?
