Requirements to buy a scoot (Marseille)

Hi everyone, I am planning to buy a second hand scooter 125. I have an A2 licence from Turkey. I don't have a residency permit yet, so is it possible for me to buy a scooter? If yes what are the requirements? (I heard a copy of my passport, an invoice shoving my address in France is required) can-I have an insurance with my current situation?
