Why Medellin over Quito

Hi all
After a year and a half of planning and settling on Ecuador, I stumbled upon a place I not even in a million years thought of Protected content . So now I am so confuse. I read so many wonderful things and it seems there is real opportunities. I am not planing to find a job but start my own little business. Most probably a coffee shop / Deli.
How difficult is it to get residency to start a business in Colombia. How safe is your investment in Colombia. If I buy property will my rights be acknowledge like in Colombia. I got 3 months to make up my mind then I will leaving here for a new life.
