Expatriating with Infant/Toddler (Mexico City)

My partner and I have our hearts set on moving to Mexico in the next few years. Our baby is four-weeks old today!

Does anyone have experience moving to Mexico with an infant or a toddler? We hope to make the move in about three years or less.

Language skills are an obvious issue; neither I nor my partner speak Spanish currently. Anyone have any advice for bilingual upbringing?

My partner is interested in Puerto Vallarta, I'm interested in Queretaro. Both have expat communities but PV probably has more English speakers.
