Looking for a partner (Mexico City)

I am starting a digital publishing company in Mexico, and I am looking for a partner.

the company will manage niche sites in different verticals, plus offer web development, mobile development and digital marketing services.

I am looking for someone who speaks English and Spanish, and can handle the setup and cost of incorporating the company and the residency.( which is not high from what I can see).
