Need a veternarian near Polanco (Mexico City)

We just got a puppy. A 7-week old Pomeranian. Does anyone know a good vet in or near Polanco? Someone who specializes in small breeds would be great.
Groomer? Someone who knows how to cut Poms.
Also, is there any licensing/regulation in Mexico or can anyone call themselves a vet?
