Relocating to Mexico City...any expats

Hola. I am considering relocating to Mexico City from the Lake Chapala area next year as that is where my Mexican husband lives. His concern for me is that I won't meet any expats or hear any English. Our home is in the Xochimilco area and I will not be driving there. My Spanish is passable at the moment but I will be studying more.

If anyone could please provide some constructive advice/insight to the above I would greatly appreciate it.

Also, if anyone knows of how to receive personal mail from the US to a location in Mexico City that would be great.
