Tessera Sanitaria (Milan)

Hey guys,

Does anyone know if I can get my tessera sanitaria online so I don't have to queue for hours in some place! (I might need to know where that would be if I can't get it online).
Also my friend got a tessera sanitaria without residency (permesso di soggiorno) surely I can do the same then? I will also need to apply for premesso soon, I'm guessing I'll need to go to an office somewhere to do that too?
