OVIR invitation to apply for a multi-entry visa (Minsk)

Hello! I have a problem getting an official invitation from our local OVIR (Minsk-Partizanska) for a multi-entry visa (private visit, not business). The officer there pretends that they cannot process invitations for private multi-entry visa. However, both the websites of the Ministry of Foreign Affairs and of the Belarus consulate in Switzerland (where the visa will be applied for) mention that multi-entry visa is available for private visits!
Has anyone any experience in dealing with such invitations?
Or does anyone know where I could get some help?
