Dress & Expat meetings in Montevideo

I am planning an exploratory trip to Montevideo fro Oct. 23 to Nov. 20 to see if it might be a good choice to spend about six months each year and I have few questions.
1) What is appropriate dress at a symphony and/or dinner out at a good restaurant? Would a blazer and grey dress slacks, dress shirt & tie be acceptable attire?
2)Will there be any Expat gatherings between Oct 23 and Nov.19 in Montevideo?
3) Any suggestions on where to stay for 3 nights in Sacramento de Colonia?
I'd appreciate any advice that you can give me in regards to this.
