Changing money in Moscow

I've recently moved to Moscow and I brought US dollars with me. Most of my notes have been rejected by the exchange booths and banks because they have some sort of a pen mark or a stamp on them (or I've been offered a really bad rate for them). Did anyone else experience the same problem? And if so, how did you overcome it?
