How to open company for expat here (Moscow)

My friend is planning to open an office here.

And the current questions:
1. business licenses (import) - how long to prepare, how much it cost and what documents
2. residential visas - how long to prepare and how much it cost, what kind of documents they need
3. permits for work - how long, how much it cost, what documents?

If someone did it before pls expain how to do.
