Russian driving licence (Moscow)

Happy New Year, everyone.

Does anyone know whether it is possible to obtain a Russian driving licence on the basis of an EU one, or is it compulsory to go through the training? If the latter, can anyone recommend a good driving school? I normally just get the International Driving permit every year from my local post office in the UK but thought I should get a proper local licence finally.
