Do foreign kids under 16 need to register at frro? (Mumbai)

Three dutch boys under 16 on PIO card in Pune. Officer says they need to register which is contradicting mumbai and the listed policy on website. How can we be sure who is correct and we get out the country ok? I would highly appreciate some advice for peace of mind and ensure we have no drama when leaving very soon for europe. thanks!! neil
