PAN card to open bank account? (Mumbai)

Hi there,
I'm new to InterNations and to the Mumbai area. Can anyone explain how to get a PAN card, which I am told that I need in order to set up a bank account as a foreigner here? I am told that if I don't get the PAN then a withholding tax of 30 percent is to be deducted...any additional details on this would be great.
