Downloading/streaming in Germany (Munich)

I read that we cannot download/stream of share files in Germany as per law.
I am web developer and I use FTP /dropbox a lot for server and download files and content, is it also blocked? Any tech guy can you share some light on it?
Is this law is just for using torrent?
