Free German Classes for EU Citizens? (Munich)

I have heard in Austria that there are free German language university classes for EU citizens (it may only be for Austrian citizens, I am not sure).

Obviously every EU country has different policies but I was curious if anyone knows of any free German classes in Munich? Anywhere else in Bavaria?

I would greatly appreciate some advice.
