Health Insurance upon moving to Germany (Munich)

Hi, I am an EU citizen married to a non-EU citizen and are moving to Germany in the next few months. Unfortunately, we may not have a job lined up before we move. My husband will be avidly seeking something once we get to Germany. In the meantime...

How would it work to get health insurance as soon as we get there?
Would it be possible, maybe start the process of getting insurance before we arrive? How fast can one get registered? Since neither of us will be employed, would we need to get a private health insurance?
Will we be eligible for health insurance?
