work permit question (Munich)

Hi everyone! I am new here. iI'm coming from Romania, just moved to Germany...and I think I'll start using more often InterNations :) I have a question and maybe one of you knows something that could help me. Does a person who has a work permit in Austria, but is not an Austrain citizen, has the right to work in Germany?
