Alternate for Skype and other/Gated community (Muscat)

We are now moving to Muscat this month and since skype is blocked is there an alternative for this. Also my wife loves her suntanning suggestions for her to be able to go and suntan somewhere safe. The company is supplying housing suggestions of the best areas with gated community. My office will be in Muscat. Any suggestions would be helpful.
