POBOX problem! (Muscat)

Does anybody seems to have a problem to set-up own POBOX in Muscat or is it just me?I went to Post office (opposite to airport) and they told me all boxes are full.
Apart of that when I went to see them I spotted loads of mails,envelope just thrown away as a rubbish. WTF?
