Tennis Courts at Jawarat Al-Shatti (Muscat)

I saw the tennis courts at Jawarat Al-Shatti (next to Interconti) and was told that these are "public" courts. But as I went there they were locked?!
Can anyone tell me how it's possible to get access to these courts? Any membership, registration,...
