Options for taking action against a landlord? (New Delhi)

Hi All,

Unfortunately I am in a dispute with my landlord for not returning our security deposit. He has not given a legitimate reason for not returning it and we have receipts proving it was paid and is owed back to us. Nonetheless, he will not return it despite several meetings and getting the broker involved.

Has anyone dealt with something like this before and know the best way to deal with a dispute like this? Any resources?
