Why are so few of the community members based in Delhi? (New Delhi)

Not sure if this is the right forum, but I'm curious about this.

When you go to the list of member of New Delhi community, hardly anyone seems to be residents here. Some of those that are residents elsewhere come from Delhi originally, so that could explain why they are here.

But there are also people signed up for the New Delhi community, who don't seem to have any connection to Delhi, e.g. (taken from the first few pages Protected content

From Somalia, living in China
From US, living in Botswana
From US, living in Gabon
From Algeria, living in China

etc.

It's not that I have anything against these people or want to exclude them or anything - and I'd like to point out that this is more a question I ask out of curiosity rather than complaining. But why are they in this community and where can I see just those members who actually live in Delhi?

Anyone have an explanation for why it works this way?
