Where to live in O.C. (Orange County)

Dear all,
We are a family of four currently living in The Netherlands. Because of my husband 's job we have been postied here for the last five years. Seams like we are going to be moved soon and most likely will be in L.A area.
Our two boys ( ages 15 and Protected content attending an international school in amsterdam (ISA) where they are extremely happy. We would like to continue their education in the IB programm, mainly because we are a mix couple ( Japan & Spain) and our boys have been living abroad since they were born.
I have checked different schools and it came to my attention that there are public schools which offer the IB programm. One of that would be Newport Harbor High School in Newport beach.
Would you recommend it? Is it a good school? What about the area? Nice/ safe neighborhood?
My husband would have to commute to Long Beach every day...is it doable?
Sorry to be so demanding, but after quite extend research more question arises and I am a bit confused now....
