Internet capabilities (Ouagadougou)

Hello,

Pondering whether or not to bring my personal laptop to Ouagadougou, what is is the internet connection like there? Can you personally purchase a provider to have it wired in your home, or do cybercafes abound?

If anyone knows of anyone who would know who works for Lutheran World Relief I would love to be put in touch with them. I should be arriving in two week's time but need that minimal advice on packing.

Third, how often do expats wear traditional clothing? I know that in Niger, it was quite common...no one cared. Versus in Abidjan, it was embarrassing. At least I felt that way. Any help is appreciated to remind me of the Sahel climate from the humid tropical climate in West Africa.
