Getting car insurance (Padua)

Hi all,
I arrived last week for a year and I'm still cruising through the Italian system. Very amusing.
Presently, I am looking for a way to get a car insurance. I visited an insurance company and was told I need an Italian ID. So, I went to the municipality, and was (maybe - my Italian sucks) told that I need a residence card specifically for Padova (NOT residenza). But my landlord doesn't know about this (and neither does Saos). Anyone passed this via de la rosa before?
