buying new car from dealer (Panama City)

Fisrt of all, thanks for all the info.
My new question is: Can I buy a used car with a dealer, register it in my name without having residency? If so, what are yearly taxes and full insurance say for a Toyota Prado ( just an estimate)? Can the dealer do all that for me? I speak fluent spanish but dont feel like dealing with public offices.
