Couple counselor and mediator - work visa (Panama City)

Dear all,
I am moving to Panama City in August with my husband who works with an international corporation and my two Kids. Here in Germany, I work as couple counselor, family therapist and mediator. Lawyers have told me that I cannot work as any of These things in PC because only locals may do this (I was planning to offer these services freelance, in English, for Internationals. Does anyone have experience with this sort of issue and how to possibly overcome it? Thank you!
