To buy a car (Panama City)

Hello everybody,

I am going to buy a second hand car from the owner. Does anyone know the procedures? For what I understood I need to go to the "municipio" to do the "traspaso" and then to the ATTT to get the "registro vehicular".

The owner says he can just give me a card from the municipio and then I go myself to do the traspaso and ATTT. It is that right? I am afraid I pay him and then.... money is gone.

Also, how can I make sure the fines and placas are payed updated? I just don't want to face a burocratic problem later.
