🇫🇷🤜🏽🦠 On 28 May Protected content , our host government has announced that the outbreak situation following Phase 1 of the lifting of lockdown restrictions is better than expected. Therefore, France will be moving to Phase 2 of from 2 to 21 June, where even more restrictions will be lifted. The government will evaluate the situation in June to determine whether France can move to Phase 3 of the lockdown exit plan from 22 June.

“GREEN” AND “ORANGE” ZONES

The French health authorities have revised the indicators used to classify the epidemiological situation of the “départements” into “GREEN” (situation under control), “ORANGE” (vigilance and close monitoring required), or “RED” (alert sounded, requiring action).

The four indicators are:

(1) THE INCIDENCE RATE (weekly number of new COVID-19 cases per 100,000 population);

(2) THE PROPORTION OF POSITIVE RESULTS OF VIROLOGICAL TESTS (percentage of total tests conducted over last seven days);

(3) THE REPRODUCTION FACTOR (R0 i.e. number of people each COVID-19 carrier infects); and

(4) THE INTENSIVE CARE CAPACITY OF LOCAL HOSPITALS (the proportion of COVID-19 patients in ICUs).

Based on these four indicators, almost the whole of France has been classified GREEN. There are no RED zones. The exceptions are Paris Region (including Central Paris), and the overseas territories of French Guiana and Mayotte, which have been labelled ORANGE.

From 2 June Protected content , many remaining restrictions to social and economic life in France will be lifted in the GREEN zones. In the ORANGE zones, however, some restrictions will remain.

In our follow-up posts, we will give you details of the different clusters of restrictions that would be lifted under Phase 2, which we hope you will find useful.

Bear in mind, the injunctions to protect public health put in place in Phase Protected content . the WEARING OF MASKS on public transport, and the observation of SAFE DISTANCING- have not been lifted. They will continue to be enforced by the police and other law enforcement agencies, including through fines.

COMMENTS

While the COVID-19 outbreak in France appears to have stabilised, we must not drop our guard. The VIRUS REMAINS IN CIRCULATION and not just in the ORANGE zones. Please continue to exercise high level of vigilance: Be scrupulous about practising the “gestes barrières” (the personal hygiene and cleanliness etiquette

including the wearing of protective masks, as well as observing safe-distancing measures to protect yourselves, and your families and friends, as you resume more of your social and economic life in Phase 2.
