Exchanging U.S. Driver's License for French One (Paris)

I have dual nationality with both France and the U.S. (I have passports from both countries). I come from New York state which does not have a reciprocity agreement with France for exchanging driving licenses. Mt question is, because I am a dual citizen (and thus a French citizen), could there be a special exemption to this rule for me? Any information on this subject is greatly appreciated. Thank you.
