French Universities (Paris)

Hello!
Just wondering....
How easy is it to enroll to a French university? I heard that their administration is infamously bad. If I go to any french public university website, none of them provide course details and they cant even be contacted. At what months do they open for new enrolments, and can we apply for a student visa while we're already in France?
