Bolivian family planning to move to PP (Phnom Penh)

My boyfriend is being considered for a position in WWF in PP, and we would like to hear some experiences from families with small kids about living in PP. We have a one year old daughter, and we would like to evaluate things like housing, healthcare, international education (kinder garden), cost of living, security in the city, and such. Can anyone who has a family experience living in PP tell me how is the quality of life for an expat family, and give some advises in such matters please?
