What is the reality of a residency visa? (Podgorica)

Hi,
We’re considering moving to Montenegro. One daughter will go to an international school, wife and I are essentially employed online.
I’ve read that visa basically comes with starting a company, but then others said they simply go to Croatia every few months to renew tourist visa.
I have a UK passport, and am already an expat, living in Dubai. We’re considering this as a few year stop over, next stop living on a boat.
Any advice on whether we will need and should start a company, get a visa etc?
