Getting a residence permit in CR (Prague)

Hi guys!
On Czech Ministry of Interior Website, I found that:

D/VC/23/-/-- is multiple-entry visa for over 90 days - studies (Council Regulation Protected content
D/VR/-/-/-- is single-entry visa for over 90 days - for the purpose of collecting a residence permit

My question is that if its possible to enter on D/VC/23/-/-- type visa and later apply for residence permit when I arrive in Czech?
