When do they turn on the heating?? (Prague)

I'm staying for a short time in a nice flat in the Old Town and it is freezing. I've been told that the city hasn't turned on the heating yet. Can that be true? Other places in the region I've lived they turn it on the beginning of October.
I'd like to know if that is in fact the problem or I am being told a story.
