Buying Foreign Currency in India (Pune)

Hi all,

I am a US Citizen residing in Pune as a PIO. I am employed locally and earning in Indian Rupees. I am curious how one might purchase foreign currency when visiting other countries on vacation. All my inquiries with the local banks and even Thomas Cook have led nowhere as they say purchase of Forex is available to only "Indian passport holders" with a valid visa.

Anyone expats with similar experiences and possible solutions on getting currency before the trip ? (rather than withdrawing from an ATM abroad and paying hefty fees and taxes)

Insights and pointers would be most appreciated.
