brazilian identity card (Rio de Janeiro)

Hi, I have my Brazilian permanent residency visa which I acquired through my son being born in Brazil to my Brazilian girlfriend and have had this for 4 years now. I have just realised that I should have applied for my RNE identity card. Is there a way I can apply for this card as everywhere I have read says I should have applied for this when I applied for my visa.
